Operations and Maintenance (O&M) Programs outline the policies and procedures for
conducting routine activities relating to the maintenance of buildings with
asbestos-containing materials (ACMs) while guarding against ACM disturbance.
ENSPEC develops comprehensive O&M Plans that are designed to maintain the safe condition
of ACMs within a building while protecting the safety and health of employees, tenants,
contractors and the general public.
The written O&M Program is not intended to prepare building service staff to perform
asbestos abatement activities, but rather to enable them to work safely within buildings
that contain asbestos during routine operations and maintenance activities
such as minor patching or repairs.
OSHA regulations are mandated to safeguard workers against overexposure to concentrations of
asbestos fibers in the air during an O&M activity.
The O&M Program sets forth training, medical surveillance, personal air sampling,
respiratory protection, work practices, routine condition assessments, and record keeping and
documentation requirements.
The policies and procedures in the O&M Program apply to activities conducted by building
employees, tenants, contract building service workers, outside service contractors and the
general public.
O&M Program Services are conducted by our staff of fully trained and licensed
Certified Management Planners in accordance with 29 CFR 1926.1101(k) Communications of
Hazards requirements.
